Evgeni Biljauer (b. 1947) was one of the 3 top Russian solo jugglers in the latter part of the 20th Century.
This clip is from a TV special called The Great Russian Circus Spectacular. I don't know the actual date, but his age (and clothes) put it in the early 1970s.
